Leaked Army Info: Albanian Paramilitary Group Mines Skopje Waterworks

Uniformed groups armed with heavy artillery are located in the region of Kondovo and Rashche [also written as Rasce, and Rasche] managed to mine the pipeline that supplies Skopje with water, however the Macedonian Security Services do not have yet any information on the right location and the quantity of the explosive that has been placed, Vreme daily reports, quoting high sources in the Defense Ministry (DM).
The reports are confirmed by the highest intelligence authorities of the DM and logged as document of the HQ of ARM (Army of Republic of Macedonia) from 29th of October and immediately given to the President Branko Crvenkovski, Defense Minister Vlado Buckovski and to the Minister for Internal Affairs Siljan Avramovski.
According to the documents from ARM HQ, classified as top secret under the log numbers 13-924/7 and 13-1/2731, the armed paramilitary groups are allocated at checkpoints in the wider region around the villages of Kondovo and Rashche.
The paramilitary formations on the road Skopje-Kondovo positioned an RPG 40 mortar facing the suburb of Gjorche Petrov and they managed to do concrete fortification near the petrol station at Gjorche Petrov 2 and just across the railroad, where they plan to set up heavy machine gun artillery.
According to army reports, it is possible for the paramilitary groups to have some heavy artillery, namely one T-55 tank, which after the conflict in 2001 stayed in region of Radusa and for which ARM has information that has been enabled for use. On one of the checkpoints, they installed two 12.7 mm caliber machine guns as well.
According to the confirmed reports from the intelligence services of ARM, this armed and uniformed group established few mobile and observing checkpoints in Gjorche Petrov, the village of Saraj and in the region of Karpalak at the cross-section towards the village of Kopanica from where they watch the movements and activity of the MIA (Ministry for Internal Affairs) and ARM, after which they report the information to the HQ in Kondovo. The HQ of the paramilitary formations in Kondovo is located in the house of Agim Krashniqi, a village local and a former NLA commander.
The exact number of armed people in the region of Kondovo and Rashche is not yet confirmed. According to the reports of the army intelligence, the members of the paramilitary were dressed in black and green uniforms and they were wearing protective vests. They were all armed with AK47 machine guns.
Apart from Agim Krashniqi, other people believed to be leading these armed groups are commander Fata and Sefedin N., otherwise known as commander Capi. They are both locals from Kondovo.
This uniformed and armed group is moving freely in the region of these two villages and they do regular check of vehicles and people that come and go to Kondovo.
In the document prepared by the intelligence services is accentuated that the armed groups in Kondovo have a political support as well, but it is not known from which political party that support comes from.
The security services have information about another armed group stationed in the region of village Lipkovo. This group had around ten people and held it’s meetings in the proximity of the Glazhnja Dam at the Lipkovo Lake.
The media alarmed about this situation in Kondovo for the past ten days, but the DM and MIA are denying this information as “unchecked disinformation supplied by certain structures, mainly because of the upcoming referendum”.

The President Branko Crvenkovski the day before yesterday said for Vest daily that he guarantees the security in Kondovo and he would visit the village anytime. [Update, Nov. 8, 2004: Announced visit has not taken place so far.]
Siljan Avramovski-the Interior Minister, on 2nd of November this year said that there are no extreme groups in Kondovo and namely there are only some criminal gangs in the village, which can not affect the stability and security of the country.
“The information announced in the media so far, is unchecked,” said Avramovski.

"I heard that the Interior Ministry has been instructed several times to do something about [the situation in Kondovo], but it has not started any operation yet," Gruevski said, adding that the government is waiting for ethnic Albanian political leaders to negotiate with the armed groups. "I regard it as a terrible lack of professionalism that state institutions are excluded [from dealing with the matter]," Gruevski argued. Prime Minister-designate Vlado Buckovski said on 5 December that opposition Democratic Party of the Albanians Deputy Chairman Menduh Thaci has told him that he is ready to negotiate with the armed group together with Ali Ahmeti, who heads the governing ethnic Albanian Democratic Union for Integration, the private A1 TV reported. Kondovo, Macedonia: Albanian Armed Groups Demand Amnesty

Respect for the Law of Amnesty and re-socialization of the former NLA members were the demands voiced by the armed groups in Kondovo who today had a three-hour meeting with DUI leader Ali Ahmeti and DPA Vice President Menduh Thaci.*
The meeting started at exactly 4 pm in the Kondovo primary school, after Ahmeti and Thaci passed through [the guard] of armed individuals with assault rifles and RPG rocket launchers who control the village entrance. Armed men dressed in black and new green uniforms - some of them wearing bullet-proof vests - also occupied the main village street, and the side roads leading to the village.
Most of the members of the armed groups are young people, aged between 20 and 30. At the main village crossroad they gave directions for the A1 TV crew on how to reach the village school. However, upon arrival they ordered us to stop filming and to leave the village. Besides the "soldiers"--as the villagers call the men in uniform--about a hundred civilians gathered on the main street, awaiting the negotiations' result.
A1 TV's sources from Kondovo affirm that the talks have been constructive, but that many questions were left unanswered. After the meeting, Ahmeti repeated his claim that the [notoriety of the] Kondovo case is a result of media speculations.
"The meeting was attended by Kondovo inhabitants and some young men who laid down their demands, above all [regarding] the problems with their treatment by state authorities. So, it was stressed that the media didn't approach [the issue] in a serious manner, and the village representatives expressed an opinion that nothing should 'accidentally' happen to the villagers," said Ali Ahmeti of DUI.
According to Thaci, we should now wait to see to what the government can do to solve the Kondovo problem, but he did not speak of withdrawal of the armed groups from the village.
"Today we talked about concrete problems, and I said that our stance as political parties was that political problems should be dealt with by existing political parties in Macedonia," said Menduh Thaci of DPA.
A1 TV sources claim that the Kondovo villagers initiated the meeting, with the help of the representatives of international organizations in Macedonia. A few minutes before the arrival of Ahmeti and Thaci, a team from the EUMM entered the village, while OSCE teams remained there during the whole day.

During the talks, the armed men reportedly demanded that the government fully implement an existing amnesty for former members of the ethnic Albanian National Liberation Army (UCK), which launched an insurgency against Macedonian authorities in early 2001. Text of report by Macedonian A1 TV on 6 December
[Announcer] Our reporter Goran Momiroski has been in Kondovo [where a group of armed ethnic Albanians has appeared]. Goran, following the statements by [Democratic Union for Integration leader] Ahmeti and [Democratic Party of Albanians deputy chairman] Thaci, do you think the visit had any results? Was this, in a way, an attempt to disarm the groups in Kondovo?
[Momiroski] Even though we asked Ahmeti and Thaci this question, we did not receive a concrete response about whether the armed individuals would withdraw from Kondovo following this meeting. A1 has learned from its sources in the village that although the talks in the local school were constructive, no final resolution was reached to the problem in Kondovo.
The meeting lasted a few hours. It ended about 10 minutes ago, after which Ahmeti and Thaci made statements outside Kondovo. They said that they had met the residents of the village to hear their demands, which primarily relate to the amnesty for the former National Liberation Army members. I also want to say that Ahmeti repeated his position that the Kondovo case is a product of the Macedonian media. But what the A1 crew and the other media saw at 1600 [1500 gmt] when we entered the village was completely different. We saw a number of well-armed individuals, who were equipped with infantry weapons and were positioned at all the main and side roads in the village.
After a few minutes in the yard of the local school, where Thaci, Ahmeti and Fatmir Dehari met the representatives of the armed groups, the journalists were ordered to stop recording and leave the village. I also want to say that besides the number of well-equipped individuals dressed in black and green uniforms, the media also noticed a large number of unarmed civilians who were waiting for the outcome of the negotiations.
Also, a few minutes before Ahmeti and Thaci entered the village - that was about 10 minutes before 1600 - an EU monitoring mission jeep entered the village. We have also learned that OSCE teams were also present in the village today.
[Announcer] Goran, you left Kondovo a few minutes ago. What is your impression? Were the armed groups still present in the village?
[Momiroski] It is difficult to talk about the impressions after the meeting, especially because we were not able to see the armed individuals from where we were forced to stand. Plus, there is a certain dose of optimism following Ahmeti and Thaci's statements that the situation in Kondovo would enter into a certain legal procedure, that is, that they will try to establish what these individuals in Kondovo want. Both politicians said that they would assess all the founded demands and that the state would act on them. But I must say that the scene that we saw in Kondovo today, that is, the large number of armed individuals, does not inspire a lot of optimism. All that remains is the hope that this situation in Kondovo, which has lasted a few months now, will be resolved soon.

Kondovo Brings Macedonia Back to 2001: Tanushevci Enters Skopje

Kondovo village near Skopje intensively reminds Republic of Macedonia on the history from the beginning of 2001 when a border village Tanushevci sent the first signals for the war. Incidents, armed people, uniforms, playing trick upon local authorities, the overall established everydayness of Kondovo have become “invisible” for authorities and for parties of ethnic Albanians both in the Government and the opposition, just like three years ago on Macedonian-Kosovo border.
Allegedly, certain Agim Krasniqi is leading the group of armed people who have been controlling Kondovo village for more than two months. This is what media have been telling out in public. However, no official source has identified the exact time of the appearance of weapons in this village. The number of armed people in the village near Skopje which became part of Skopje with the new territorial reorganization is also subject to speculations. Firstly, media wrote about group of around hundred people, part of which came from Kosovo, while others were local ethnic Albanians, but then there were reports that Kosovars had gone away and only around twenty people remained in the village. Reports on incidents from citizens who ran into them on the way to Kondovo disclosed them, while information kept coming from diplomats who had been accredited in Skopje. Even police reports mentioned masked and uniformed people in the village who were brandishing weapons to the patrols of the Ministry of Interior, so the later would go away “without any further incidents.” Officially – there have been silence. The existence of armed formation in Kondovo has been denied although the leader of Government’s coalition partner, DUI, Ali Ahmeti journeyed together with DUI’s vice president Menduh Thaci in the village to hear the requests of the “villagers”, as he put it. Ahmeti says that what we deal with here are couples of armed youths who were unsatisfied from certain treatment, and that the ongoing situation in the village is just an overblown media balloon.
There are lots of similarities with Tanushevci village case. People were also talking back then about armed groups controlling the village and fighters from the [KLA section called] Liberation Army of Preshevo, Medvedzha and Bujanovac. However, both government and international community kept repeating that those were just media speculations. And then in February 2001, Albanian militants come across a A1 TV crew of in the village, siezed all the equipment, and immediately booted them out. After a couple of days government announced that everything was under control, after which all the border incidents commenced, shootings from Kosovo side, and soon the first victims from the Macedonian army fell. The vice president of DPA Menduh Taci said back then that what we were dealing there were criminals who were supposed to be arrested, while later DPA dissociated itself from his statements and became allies with, as they said back then, “Albanian sons in the mountains” who were fighting for better tomorrow.
According to media information, then-Prime Minister Ljubcho Georgievski did not want to undertake large-scale action in order not anger his coalition partner Arben Xhaferi, who was telling him that he was keeping the situation under control. Back then, the fighting had no “political causes,” just like it is the case now in Kondovo.
On March 1, 2001, Branko Crvenkovski, the leader of then-opposition party SDSM, said that the situation on the northern border might escalate if the “government continues to act passively,” no matter if it was doing that consciously or not.
“In all the countries to which we are striving, there is a golden rule: do not negotiate with terrorists. No matter how negotiations turn out they will only motivate the terrorists for next, more radical activities,” said then leader of opposition Crvenkovski, now current President of Republic of Macedonia.
Vest's sources claim that the condition in Kondovo is very symptomatic since many factors want to manipulate with the armed group. First it was idea of some structures in DPA who were seeking for alternative ways how to impose themselves on political scene, after the bad results from presidential elections. In time, DUI also involved its people in Kondovo, using state institutions. They favored the situation and used it for political pressure any time the relations between two partners got critical.
The armed gang is now requesting amnesty. Party sources claim that leaders of the gang are now requesting amnesty for the crimes they committed in the post-war period as a result of trauma they had suffered in the war.
Kondovo village will be arena for political clashes between DUI and DPA in the forthcoming local elections. Same sources do not rule out possibility that local elections in Albanian block might become violent as a result of fierce rivalry between DUI and DPA.
Macedonian parties and other foreign and home institutions are involved in Kondovo village. Allegedly, the ruling Macedonian party favored Kondovo before referendum, using it as a scarecrow meaning “here is what awaits us in case the referendum succeeds.”

Kondovo Paralimitarists Threaten to Shell Skopje!? The cliffhanger in Skopje's nearby village of Kondovo makes the headlines of today's newspapers in Macedonia. The two most circulated dailies Dnevnik and Vreme claim that the Albanian paramilitary units, stationed in Kondovo, pose a grave threat to country's security given the offensive combat sorties they have allegedly picked in the capital Skopje unless their political demands are upheld. Tension mounted in the village of Kondovo two months ago and it snowballed late on Monday when the leading figures of the Albanian political parties - Ali Ahmeti of DUI and Menduh Thaci of DPA - went to the village in a fresh bid to defuse the tension. The reported presence of a few hundreds of armed people, claiming to be in charge of the entire village, poured oil on the flames. In the headline "Amnesty or Shelling of Skopje" the local daily Dnevnik claims the armed mobsters in Kondovo urged a new law on amnesty, special rights for the family members of National Liberation Army (NLA) fighters who had been killed during the 2001 conflict, and freedom of movement. These demands had been reportedly conveyed to Menduh Thaci (DPA) and Ali Ahmeti (DUI), and they were also told that government's facilities in Skopje will face mortar attacks unless the authorities uphold the demands. In the headline "Government, Parliament and ARM Headquarters on Target List" - the local daily Vreme claims that government quarters, parliament building and the ARM Headquarters had been put on target list of paramilitary units stationed in the village of Kondovo, situated just a few kilometers off capital Skopje. The paramilitarists told the leaders of the Albanian parties, Ali Ahmeti and Menduh Thaci, to take their demands under serious consideration, otherwise they stand ready to shell the selected targets in Skopje. Vreme daily added that a shipment containing four cases of ammunition, one case with trench mortars, some 20 heavy machine-guns and an 80-mm-caliber grenade launcher arrived at the village last Sunday. Furthermore, four veterans of the Kosovo Liberation Army (KLA) arrived in the village along with the shipment of weapons. The group also possesses two 120-mm mortars. In the headline "Proxima Counts 310 Armed People in Kondovo" the local daily Utrinski Vesnik places an emphasis on the number of armed mobsters, noting that the vast majority of "rebels" made a parade late on Monday. In the headline "Tanushevci enters Skopje" - the local daily Vest compares the events in the border village of Tanushevci, which ignited the 2001 armed conflict, with the current events in the village of Kondovo. Given the statements made in 2001 by Menduh Thaci, the former prime minister Ljubco Georgievski, the then leader of the opposition Branko Crvenkovski and the conduct of the international community, it seems that we have a situation much similar to the one in Tanusevci. "The then prime minister Ljubcho Georgievski was reluctant to deliver a swift blow on armed mobsters in Tanushevci in 2001 because he feared that the "go-ahead" order could enrage his ally Arben Xhaferi (DPA), who kept saying that the situation in Tanushevci is under control," Vest daily says. The paper quotes the 2001 statement of the then opposition leader, the incumbent President Branko Crvenkovski, as saying that the countries have one golden rule i.e. do not negotiate with terrorists. Negotiations with terrorists will generate more radical activities, the then opposition leader Crvenkoski said in 2001. In the editorial commentary, headlined "Big Games in a Small Country", Nova Makedonija daily says major events took place in a quite short period - the referendum on municipal boundary changes, the US recognition of Macedonia's constitutional name, the Prime Minister Hari Kostov's resignation, the construction of AMBO oil pipeline, the abrupt meeting of the Russian President Vladimir Putin and the Orthodox Turk Prime Minister Costas Karamanlis... Inflation of events hinting big games in a small region, orchestrated by big players, alluding that foreign services are deeply involved in the downward momentum that has snowballed lately, the paper says. Referring to sources in Albanian political bloc, Vecher daily says Kondovo will be bartered for a new amnesty law covering both the members of the Macedonian and Albanian ethnic community. The new amnesty law will be tabled once the new government is constituted. The local newspapers share the view that the Albanian political leaders remain adamantly opposed to intervention in Kondovo. Macedonian Intelligence Sources Say Kondovo "About to Escalate"

Nothing new is happening in Skopje's Kondovo village. Macedonian police have still not entered the village, which has been occupied by armed groups for some time now. These groups have no intention of moving from there. The uniformed police patrol told us the following at the last checkpoint before entering the village: "you can go if you want to be harassed," whereas the most elderly of the policemen added, "this is a problem that should be solved by the state and not by journalists." The police control checkpoint was set up at Skopje's western exit, right next to the market and the petrol station. "They are positioned less than a kilometre from us," the policemen told us, showing us the point to which we could go without being stopped by the armed men in black uniforms. The police adamantly told us that a territory where not everyone is welcome begins before the railroad that has to be crossed on the way to Kondovo.
As we were told at the municipality, Kondovo Municipality Mayor Raim Limani has been away "on business" for several days and there is nobody else in the municipality to respond to our questions regarding the security situation in the village. Under the new municipal organization, the latter is regarded as a peripheral territory of the capital. The visit that Prime Minister-designate Vlado Buckovski announced the day before yesterday (6 December) is expected possibly to bring a solution to the situation in Kondovo. "Many reports, semi-reports, and conclusions emerged, namely, that the DPA (Democratic Party of Albanians - PDSh in Albanian) may be involved in this. What makes me think that this is not the case is DPA Deputy Chairman Menduh Thaci's commitment to visit Kondovo along with DUI (Democratic Union for Integration - BDI in Albanian) leader Ali Ahmeti. They thus demonstrated the political will for the problem's solving," Buckovski said following his visit to Tetovo.
Thaci and Ahmeti's visit to Kondovo, which was expected to demonstrate that the armed groups do not enjoy any political support, took place yesterday afternoon. They were meant to try to explain to the armed group that the problems could be solved by means of a political procedure and without proclaiming free territories. Our sources claim that the Kondovo armed groups were activated in view of the referendum and that they have now gone out of their mentors' control. We have yet to see how Thaci and Ahmeti were received in Kondovo, but it appears that Ali Ahmeti and Arben Xhaferi's (PDSh leader) recent visits to Kosovo, whereby they congratulated former Kosovo Protection Corps leader Ramus Haradinaj on his election as prime minister, are no coincidence. Our sources claim that some of the Kondovo armed group's leaders are very close to Ramus Haradinaj. This particularly refers to Lirim Jakupi-Nacist (Nazi), who is coordinator of the Albanian National Army (ANA - AKSh in Albanian) for Macedonian and southern Serbia and for whom UNMIK (United Nations Interim Administration Mission in Kosovo) has issued a wanted poster on terrorism charges. Intelligence sources claim that the security situation in Kondovo is "about to escalate," adding that the armed groups there are under direct control from Kosovo. They told us not to go to Kondovo, warning us that "if we entered the village, we would never get out."
According to the same sources, the closing of the US Embassy in Skopje was also linked to the Kondovo developments. Namely, the mujahidin from Pakistan and Saudi Arabia, who were returned from Skopje airport, were planning to establish contact with the leaders of the Kondovo armed formations.
Our sources have said that the same situation can be witnessed in the entire Karadak region and in Tetovo, and not only in the Skopje area. Apparently, over 500 ANA members are deployed in Kondovo, Rasce, Matka, Nikistani, and Svilare. They can also be seen in the Tetovo villages of Sipkovica, Golema Recica, Brodec, and Poroj, as well as in the Kumanovo-Lipkovo-Karadak area, namely, in the villages of Matejce, Lipkovo, Slupcane, Vaksince, Lojane, Brest, Malina, and Gosince. Apparently, ANA consists of former members of the now disbanded Kosovo Protection Corps, National Liberation Army, as well as of Albanians recruited from the diaspora. A number of Islamist terrorist groups that intend to infiltrate the Balkans are also linked to ANA, our sources have said. The Interior Ministry has dismissed the reports that movements of armed formations have been noted in these villages.

Aproximatly two days ago there was a battle between an insurgent group and macedonian police. One insurgent was killed, two were arrested, many weapons were confiscated and the other remaining terrorists fled. One macedonian police officer was injured but remains in a stable position. Semi-automatic weapons were confiscated, so were bazukas, pistols and ammunition for all the guns.
The battle ended in a victory for the macedonian police, however this is only the start and there will be more to come.

Liderot na DPA, Arben Dzaferi, pak izrazi razbiranje za Krasnikji i negovite privrzanici, istaknuvajki deka tie se sooccuvaat so "sindromot na poranessni borci".

he's basically saying that he AGIM KRASNIKJI, will not give himself up and that his supporters are ready to clash with police. Later Ahmeti saying that he is a criminal that should be apprahended.

ATTACK ON THE POLICE STATION IN VRATNICA The police station in the village Vratinica near Tetovo was last night around 1 a.m. attacked by unidentified attackers. According to "Makfax', unofficial sources say that the police station was attacked by automatic riffles and heavy machineguns. There are no reports of injured persons during the attack, although 6 police officers, 4 Macedonians and 2 Albanians were at the moment of the attack stationed in the police station. The police station, housed in two barracks, suffered only material damage. This police station is located only 50 meters from the regional carriageway Tetovo- border crossing "Jazince". The investigation about the attack is underway. As Macedonian Radio informs, the attackers arrived by three vehicles and after the attack fled the scene of the crime.
AGIM KARSNKJI THREATENS - "IF POLICE ATTACKS, I WILL BOMB SKOPJE" "If the police starts action in Kondovo and if only one innocent civilian dies, I will bomb Skopje", said for "Vreme" the leader of the armed group from Kondovo, Agim Krasnikji. He has informed that he is "ready to engage the police in the same way as it will enter Kondovo". As "Vreme" informs, the statement issued by Krasnikji follows the meeting between President Branko Crvenkovski and Prime Minister Vlado Buckovski in Ohrid, during which the Minister of Interior, Ljubomir Mihajlovski, was given visa to enter Kondovo and arrest Krasnikji. Previously President Crvenkovski scheduled Security Council session for 15th July, during which the main subject of the agenda will be solution to the problem in Kondovo. "We do not wish to solve the matters by using weapons, but the governmental authorities are constantly threatening us" said Krasnikji in the interview for "Vreme". He informs that the police are freely patrolling through Kondovo and nobody is obstructing the police in performing its duties. "Somebody wishes to use Kondovo for achieving political goals and to manipulate the public. I responsibly claim that the matter is politically constructed by DUI and SDSM, which aim is to remain in power indefinitely and steal the votes of the Albanians. We do not know the intentions of the ruling parties and the police and what king of criminals they are referring to", said Krasnikji. He added that he is not a criminal, but former NLA fighter, who seeks amnesty. Krasnikji says that if proves for criminal activities committed by him do exist, the same should be publicly presented, and if guaranteed fair trial, he would surrender himself to the police. Krasnikji says that he had not left Kondovo for four years and that only few times he had traveled to Tetovo. He also says that the leader of DUI, Ali Ahmeti, issues only empty promises and lies, while the governmental authorities manipulate the public due to their inability to produce economic progress. Krasnikji claims to be innocent regarding the attack on the Imams. On the contrary, he says that he saved the Imams from the attackers and apologized to them about the incident. Krasnikji informed that four police officers from the police unit "Alfa" a month ago came to the village in order to arrest him, and were promised 3.000 EUR each for his arrest. Krasnikji says that his men beat the police officers and released them, because the officers were not guilty of anything. "Vreme" informs that during the interview with Krasnikji, the locals from Kondovo were continuously supporting him and that two police officers were present near the place where the interview was conducted.
This guy needs to be arrestest or killed to deter like minded individual gangsters doing whatever they like.

AGIM KRASNKJI RECEIVES REINFORCEMENT FROM KOSOVO - SOLUTION TO KONDOVO PROBLEM SOON ? The group of Agim Krasnikji has recently been reinforced by around 30 men from Kosovo, currently stationed in the village Kondovo, informs Channel 5 TV. Reporting security structures sources, Channel 5 TV informs that the group from Kosovo is lead by the brothers Ali and Besim, Ljuzim, Astrit, and commandant Fadlj. According to the intelligence sources, Ramadan Shiiti, who some time ago escaped from the investigation prison "Idrizovo" in Skopje is also part of this group. The group is armed with automatic weapons, machineguns, hand grenade throwers, sniper riffles and 14,5 mm caliber Russian infantry weapon "gulinov". Unconfirmed information issue by Channel 5 TV say that the armed group is preparing the terrain in Kondovo by digging trenches and building bunkers, while allegedly, the women and children from the village are being evacuated. Security sources have informed that besides the group stationed in Kondovo, there is another group stationed in Kosovo, which provides logistical support for Kondovo's group. The same sources inform that an armed group was 8th July noticed entering Macedonia from Kosovo. This group, according to the same sources, is led by Sami Ukseni and Merus Suma, both members of former NLA. Ukseni is on the black list of USA and EU, while Suma only on the black list of EN. According to Channel 5 TV, this group is stationed in the old mines situated between the village Radusa and Kajcinovec. Similar information about reinforcement of Krasnikji's group has been published by "Dnevnik". The newspaper informs that a queue of armored vehicles of the Macedonian security forces were Wednesday and Tuesday seen in the settlement "Gjorce Petrov" in Skopje (in the vicinity of village Kondovo), but their final destination is not known. The presence of military vehicles sparked speculations that the outcome of the problem in Kondovo is near, informs "Dnevnik". "Vest" also writes that security forces action for solving the problem in Kondovo is more certain. According to "Vest" the action will be coordinated with the international forces present in Kosovo. This information has created nervousness amid Krasnikji and his group, who fear from being isolated from the logistical support from Kosovo. "Vest" informs that KFOR has increased the security of the border on Kosovo's side, and by doing so KFOR intends to ease the action of the Macedonian police in Kondovo. Allegedly, KFOR has provided the Macedonian police with similar support during the police actions in Brest and Dolno Blace. "Vest" informs that the provisional Government of Kosovo, as well as the former Prime Minister of Kosovo, Ramus Haradinaj, also campaign for solution to the problem with Krasnikji's armed group. Representatives of the Macedonian Ministry of Interior (MOI) refused to comment this information. "The stand of MOI is not to divulge any operative information until concrete results from the conducted actions are achieved", stated representatives of MOI for "Dnevnik". "Utrinski Vesnik" informs that the agenda of the Security Council session scheduled for tomorrow includes the situation in Kondovo, the latest incident in Vratnica and issues connected to Kosovo. President Branko Crvenkovski had previously said that he expects the Kondovo problem to be solved by the date when the Security Council is to hold its session, and if the same does not happen, he will demand from the authorized organs to set deadlines for solving the problem in Kondovo.

EXPLOSION IN THE POLICE STATION "BIT PAZAR" IN SKOPJE
Explosion in the court yard police of the station "Bit Pazar" went off last night at 11:25 p.m. which caused only insignificant material damage. There are no reported injured persons in the explosion, although several police officers were present in the police station at the time of the explosion. The spokesperson of the Ministry of Interior (MOI), Borce Pesevski for A1 TV said that the explosion broke the windows of the police station and caused minor damage to the nearby houses. Pesevski informed that investigation for the incident is underway and the kind of the explosive device is yet to be determined. A1 TV informs that after the recent attack on the police station in Vratnica, MOI has received threats for attacks on other police stations.
SECURITY COUNCIL SESSION - THE POLICE TO ARREST THE CRIMINAL FROM KONDOVO "The general security situation in Macedonia is stable and at present there are no serious threats for its destabilization and undermining the territorial integrity and sovereignty of the country", says the official announcement issued after yesterday's Security Council session. During the session the Minister of Interior, Ljubomir Mihajlovski, informed the members of the Security Council about the activities of armed individuals and groups in the country, especially about the situation in Kondovo. The Security Council concluded that the matter involves activities with criminal background and known perpetrators of criminal acts, which some political subjects wish to use for political goals. "Taking into account that the perpetrators have criminal background, and the fact that court processes are currently underway for some of them, the Security Council has decided that the Ministry of Interior should use all necessary measures within its authorities to bring these perpetrators before justice", says the announcement. After the Security Council session President Crvenkovski said that the Council had reached a decision according to which MOI should bring the perpetrators before justice, but he did not mentioned any concrete deadlines. Crvenkovski reminded that he had previously pointed to the wrong approach to this problem. "I believe that the repetition of this problem is a result of the wrong approach for solving the problem in the past, i.e. the attempt to substitute the activities of the institutions with political activities. This time we talked about functioning of the State institutions", said Crvenkovski. As "Utrinski Vesnik" informs, Crvenkovski informed that the Security Council also discussed the security situation in the region in the eve of the start of the negotiation for the final status of Kosovo. According to Crvenkovski, this matter is of great importance and would be reviewed permanently at every session of the Security Council, in order to avoid spillover of potential crises.
AHMETI URGED KRASNIKJI TO SURRENDER The leader of DUI, Ali Ahmeti, after the session of the Security Council urged Agim Krasnikji to surrender and promised him a fair trial. "I urge Agim Krasnikji to surrender himself to the court organs and I promise him that nothing bad would happen to him. He must be held responsible for the committed acts, and that is for the benefit of everyone, himself and his family", said Ahmeti. As Utrinski Vesnik" informs, Ahmeti said that the security situation in the country is stable. "The events in Kondovo and the attack on the police station in Vratnica should not be dramatized and should be regarded as isolated incidents", said Ahmeti. In a statement for Channel 5 TV, Krasnikji said that he has no intentions to surrender himself. He told Ahmeti and the State leadership that he even does not want his name to be mentioned by them.
LOCAL AUTHORITIES DEMAND THE PROBLEM WITH KONDOVO TO BE SOLVED WITHOUT THE USE OF FORCE Municipality Saraj, which has jurisdiction over Kondovo, yesterday demanded from the Government and the Ministry of Interior to renounce the "traditional use of force" over citizens and to solve the problems through dialog. As "Vreme" informs, this demand was forwarded by the Municipal Council, after holding a session about the announcement by the State leadership for police action in Kondovo. The councilors warned the Ministry of Interior that the Ministry would bear the entire responsibility if the events in Kondovo result in unwanted consequences. Fadilj Rexhepi, Chairman of the Council said that the citizens from Saraj are disappointed and frighten from the announcements that the police is to intervene in Kondovo. "We believe that the police action in Brest and Blace, as well as the attack on the police station in Vratnica again return the memories from 2001", said Rexhepi.
ACCORDING TO "LAJM" - ARMED GROUP IS ALSO PRESENT IN TETOVO The leader of the armed group from Kondovo, Agim Krasnikji, for the Albanian newspaper "Lajm" informed that the number of his supporters is increasing and that they have started to act in the region of Tetovo. As "Vreme" reports, "Lajm" informs that some locals from the villages on Mountain Sar Planina said that they have seen a significant number of uniformed men moving on the road from the villages Lavce and Selce toward Tetovo. "Lajm" informs that armed group is acting on the Tetovo's Kale, after receiving information that the Kale will be a construction site for a cross similar to the one in Skopje. According to "Lajm" the spokesperson of the Ministry of Interior, Borce Pesevski, has denied this information.

Two Kosovo armed groups in civilian clothes have recently arrived in the area of the Skopje villages of Kondovo and Radusa, security sources have told Dnevnik . One of the groups is stationed in Kondovo, where it has joined Agim Krasniqi's group, whereas the other group is located in a deserted mine near the village of Radusa.
The 30-member Kosovo group in Kondovo is reportedly led by a certain Commander Fadil and it apparently includes the recently escaped convict Ramadan s*iti.
Krasniqi's group and the Kosovars apparently possess a large amount of weapons. In addition to the standard infantry armament, that is, guns, automatic rifles, and sniper guns, it also has handheld mortars, bombs, and a 14.5mm-caliber Gulinov machine gun of Russian origin. The ONA [National Liberation Army, NLA - UCK in Albanian] had such a machine gun during the 2001 armed conflict, but it was not returned during the arms collection operation, called Essential Harvest.
Agim Krasniqi openly admits that his group has weapons and that it may procure new weapons at any time. He has also confirmed that he has friends in Kosovo, who are always at his disposal.
"We have plenty of arms and I am not hiding it. These are the arms that we had before. There are no members of the Kosovo Protection Corps in our group. There are only some Kosovars who are our friends from the war, our comrades-in-arms in 2001, who must help us. The rest are from the village," Krasniqi said at a recent meeting with reporters.
The second armed group from Kosovo has been located in an abandoned mine in the vicinity of the village of Radusa for one week now. Kosovars Sami Ukshini and Emrush Sumi, also known as the Prizren mullah, allegedly lead this group.
In a statement that Prime Minister Vlado Buckovski made during his visit to the Tetovo village in Vratnica two days ago, he confirmed that there were extremist groups in the country, which may cause incidents.
"We may expect some of the extremist groups in Macedonia and beyond, I am talking about the Kosovo groups, to be more anxious than usual, because the implementation of the Framework Agreement paves Macedonia's unilateral [as published] character. On the other hand, dissatisfied Kosovars are expanding the scope of their operations, so they will try to attribute greater importance to the negotiations on the [Kosovo's] future status, scheduled for October," Macedonian Prime Minister Buckovski stated.
Two days ago and yesterday afternoon a convoy of troop carriers, whose final destination was unknown, were seen twice in the municipality of Gjorce Petrov. The presence of armoured vehicles has stirred up speculation about the imminent resolution of the Kondovo crisis.

"The MVR's view is that it should never comment on the operative data that it has until it has a concrete result of the implemented activities of which the public will be duly informed," MVR officials said.
[Box] Anxiety in Vratnica After the shelling and attack with automatic guns on the Vratnica police station two days ago the situation in Vratnica and the surrounding area is peaceful.
However, the people are still upset. Many believe that the Tetovo-Jazince highway is not safe enough because there are no police checks.
"I ask that the police urgently solve the case of the attack on the police station and enforce security measures on the Tetovo-Jazince highway and the Orasje-Kondovo road. The envisioned removal of the watchtowers on the Kosovo border will not be good for our municipality's security. They should remain where they are, just as the Vratnica police station, and a new police station should be opened in Jegunovce," Jegunovce Municipality Mayor Toni Kocevski told us.
